1. Purpose and Scope
These donation regulations govern the acceptance, management, use, and control of donations at the Swisslamic Help Organization (hereinafter referred to as the 'Organization'). They are based on the principles of the ZEWO Foundation as well as on best practices of comparable small and medium-sized non-profit organizations in Switzerland.
The aim is to ensure transparency, purpose restriction, cost efficiency, and integrity in handling donated funds.
2. Principles of Fundraising
The Organization is committed to ethical, transparent, and truthful fundraising. In particular, the following applies:
Fundraising is conducted factually, truthfully, and without misleading representations.
The dignity of the beneficiaries is respected at all times.
The Organization maintains its independence from donors.
3. Types of Donations
The Organization generally accepts the following types of donations:
Monetary donations: One-time or regular financial contributions
In-kind donations: Goods that serve the Organization's projects
Service and time donations: Unpaid services and volunteer work
Legacies and inheritances
The acceptance of in-kind and service donations occurs only if they are economically sensible and organizationally feasible.
4. Acceptance and Rejection of Donations
4.1 Acceptance
Donations are accepted if they:
are compatible with the purpose and values of the Organization;
come from legal and transparent sources;
do not contain unacceptable conditions.
4.2 Rejection
The Organization rejects donations if they:
violate legal or ethical principles;
endanger the independence of the Organization;
are linked to conditions that contradict the Organization's goals;
come from unverifiable or illegal sources.
5. Purpose Restriction and Use of Donations
5.1 Purpose-Restricted Donations
Purpose-restricted donations are used by the Organization exclusively and fully according to the explicitly stated or clearly evident will of the donors from the respective fundraising campaign. The Organization ensures that these funds are allocated to the intended purpose down to the last cent.
Purpose-restricted donations include all donations collected within clearly designated projects, campaigns, or emergency aids, particularly in the areas of:
Water and sanitation projects
Orphan and education projects
Medical support
Emergency aid and project campaigns
These donations may only be used in the respective project or campaign area.
If the originally intended purpose can no longer be fulfilled in whole or in part, the board decides on the alternative use of the funds while strictly adhering to the presumed donor intent. Whenever possible, the consent of the donors will be obtained in advance.
5.2 Non-Purpose-Restricted Donations
Non-purpose-restricted donations explicitly include:
Free donations / Sadaqa, where no purpose designation has been made by the donors;
Surpluses from the Qurban campaigns, as long as these remain after the complete and purpose-compliant execution of the Qurban sacrifices.
Non-purpose-restricted donations can be used by the board within the framework of the Organization's purpose where they best serve the statutory goals of the Organization.
6. Cost Efficiency and Administrative Costs
The SHO is committed to economical and efficient use of funds.
Administrative costs are kept to a necessary minimum.
The share of administrative and fundraising costs is reported annually.
The goal is a reasonable ratio between project expenses and administrative expenses according to ZEWO recommendations.
7. Transparency, Accounting, and Reporting
The Organization maintains proper accounting.
The annual financial statement is prepared according to recognized standards.
Donors receive information about the use of their donations upon request.
An annual report publicly informs about activities, projects, and use of funds.
8. Data Protection and Donor Rights
The Organization treats donor data confidentially and in accordance with applicable data protection laws (DSG).
Donor data is not shared with third parties.
Donors have the right to information, correction, and deletion of their data.
Donations can be made anonymously upon request.
9. Internal Control and Responsibility
The board bears overall responsibility for compliance with these regulations.
Internal controls ensure the correct use of donated funds.
10. Amendments to the Donation Regulations
Amendments to these regulations require the approval of the board. They come into force upon resolution and will be published on the Organization's website.
11. Entry into Force
These donation regulations come into force with the resolution of the board and replace all previous versions.
